Judge Orders Buoy Removal, Abbott Files Appeal to 5th Circuit

After federal judge David A. Ezra ruled Gov Abottt had to remove the buoys from the Rio Grande, the governor appealed to the 5th circuit and vowed to take it all the way to the Supreme Court.
