HB5174, the Text CHIPS Act,signed by Gov. Greg Abbott creates the Texas Semiconductor Innovation Consortium, which involves multiple higher-education institutions, and the Texas Semiconductor Innovation Fund to provide grants to companies that invest in the state at the cost of nearly $700 million.
